Project Description: I will be evaluating the potential organizational, community, and economic impacts of expanding the library’s internship program for high school and college students. Specifically, I will be studying the need for and potential impact of a program focused on diversity, job readiness, and ability to achieve a living wage.

Question/Problem Statement: What is the question that needs to be answered or the problem that needs be solved?

Question(s): Will expanding the library’s internship program have a positive impact on 1) making the library’s staff more reflective of the community and 2) increasing the interns’ job readiness, college attendance/retention, and future income? How will the library measure this long-term impact, both within the organization and in the community?

In Spartanburg County, 15.5% of white residents, 27% of black residents, and 31% of Hispanic residents live below the federal poverty line. Of families with children under 18, 24% live below the poverty line. The county’s actual livable wage for one adult with one child is $14.59, which is 187% of the federal poverty guideline. Currently, over 60% of men and women in the county do not have a bachelor’s degree (highest for black males at 65.5%). Since education level is directly tied to lifetime earning potential, one way to increase the number of residents making a living wage is to create programs which promote high school completion, college attendance/retention, and job readiness. A separate but related issue is that the library’s staff does not adequately reflect the diversity of the community. In Spartanburg County, the population demographics can be broken down as follows: 51.5% female, 48.5% male, 73% white, 21% black, and 6% Hispanic or Latino. The demographics of the library’s staff do not reflect these numbers: 80% female, 20% male, 85% white, 8.5% black, and 5% Hispanic or Latino. An internship program may be a way to create a pipeline to employment for our historically underrepresented groups.

Statement of Why: Why does the library need this answer/solution? What will the library be able to do after it has this answer/solution?

Promoting the economic mobility and lifelong earning potential of residents aligns with the library’s strategic plan of “addressing community needs” and contributing to “a community pursuing positive change.” In addition to considering economic impact, the library also subscribes to the philosophy of ALA’s EDI statement, which affirms: “Concrete programs of recruitment, training, development, advancement and promotion are needed in order to increase and retain diverse library personnel who are reflective of the society we serve.” In order to define program success and achieve these goals, the library needs to answer the questions above. Measuring the potential and actual impact of this program, both before and after its creation, would generate important data to be used with internal and external stakeholders.
